Powers and Functions


Promote the General Welfare
  • Initiate legislative processes and adopt measures for the welfare of the barangay and the city or the municipality concerned;
  • Enact ordinances; approve resolutions and appropriate funds for the general welfare of the LGUs;
  • Ensure the delivery of basic services and the provision of facilities;
  • Approve measures and adopt quarantine regulations
Conserve Natural Resources
  • Adopt measures to safeguard and conserve natural resources, lands, minerals, marine resources, forests and others.
  • Protect inhabitants from harm due to man-made or natural disasters and calamities;
  • Protect the environment and impose penalties for acts that endanger the environment. Among them: dynamite and destructive fishing, illegal logging and smuggling logs, smuggling of natural resources products and endangered species, slash and burn farming, and activities that result in pollution, acceleration of eutrophication of rivers and lakes, or of ecological imbalance
  • Grant exclusive privileges of constructing fish corals or fish pens, or catching of bangus and prawn fry of fry of any fish within LGU jurisdictions;
  • Establish, maintain, protect and conserve communal forests and watersheds, tree parks, greenbelts, mangroves and other similar forest projects.
Undertake Waste Management
  • Provide for an efficient and effective system of solid waste and garbage collection and disposal, prohibit littering and placing or throwing of garbage, refuse and wastes;
  • Require good sanitation practices;
  • Regulate the disposal of the wastes of hospital and other business establishments.
Protect Air and Water Quality
  • Protect the purity and quantity of local water supply;
  • Regulate use and wastage of water;
  • Establish, maintain, protect and conserve tree parks and greenbelts.
 Regulate Land Use
  • Adopt a comprehensive land use plan for the LGU;
  • Reclassify lands within the LGU;
  • Enact comprehensive zoning ordinances.
